Repeals two prior session laws and directs the State Board of Community Colleges to revise its funding formula beginning in fiscal year 2024-2025, with base allocations plus weighted funding based on full-time equivalent (FTE) student enrollment in curriculum, workforce continuing education, and Basic Skills courses.

Requires the State Board to weight fund allocations by workforce sector based on salary data and labor market demand, and to review and revise workforce sector designations every three years beginning by July 15, 2027.

Appropriates $93,019,556 in recurring General Fund money for fiscal year 2024-2025 to implement the revised funding formula.

Establishes the Enrollment Increase Reserve funded by General Assembly appropriations to provide additional funds to community colleges experiencing enrollment increases of more than 5% in eligible course categories or more than 325 total FTE students; appropriates $6,000,000 in nonrecurring funds to the Reserve for 2024-2025.

Permits individual community colleges to implement a surcharge of up to 10% of statewide tuition and registration fees for curriculum and workforce continuing education courses, with collected funds restricted to instructional purposes and requiring annual reporting to the Joint Legislative Education Oversight Committee by February 15.
