Adds a new Section 39 to Article I of the North Carolina Constitution establishing a constitutional right to access public records and attend open meetings of public bodies.

Declares that public records are the property of the people and that records made, transmitted, or received by public officials and agencies in the executive, legislative, judicial branches and all local government bodies shall be open to public inspection, examination, and duplication.

Prohibits statutes, regulations, ordinances, rules, or other legal authorities from limiting access to public records and meetings unless the public body can demonstrate a compelling public interest is protected and the limitation is narrowly tailored to that interest.

Requires submission of the amendment to qualified voters at the statewide general election on November 5, 2024, with ballot language asking voters to choose "FOR" or "AGAINST" the constitutional amendment.

The amendment becomes effective upon certification by the State Board of Elections and the Secretary of State if a majority of votes cast are in favor.
