Appropriates $25,000,000 in recurring General Fund money for fiscal year 2023-2024 and $25,000,000 for fiscal year 2024-2025 to the Department of Health and Human Services, Division of Public Health for allocation to local health departments

Allocates funds to address COVID-19 and other communicable disease challenges, prepare for emerging public health threats, and retain and hire communicable disease staff including public health nurses

Divides each year's funds with $12,500,000 split equally among local health departments based on number of counties served and $12,500,000 distributed based on percentage of state population served by each department

Requires distribution of funds to begin no later than 60 days after the Office of State Budget and Management and Office of the State Controller establish the certified budget for each fiscal year

Becomes effective July 1, 2023
