Allows local boards of education in 11 specified North Carolina counties to set school opening dates as early as the Monday closest to August 19 upon showing of good cause, rather than the standard Monday closest to August 26.

Defines "good cause" as schools in the county having been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Permits local boards to revise scheduled closing dates when necessary to comply with minimum instructional days or instructional time requirements.

Applies only to Anson County Schools, Burke County Public Schools, Catawba County Schools, Cleveland County Schools, Cumberland County Schools, Davie County Public Schools, Hickory Public Schools, Newton-Conover City Schools, Rutherford County Schools, Wake County Public Schools, and Yadkin County Schools.

Takes effect upon becoming law and applies beginning with the 2023-2024 school year.
