Allows district attorneys to apply to the Administrative Office of the Courts to assign another district attorney, a resource prosecutor, or a qualified attorney as special prosecutor when the requesting district attorney recuses themselves due to conflict of interest or other good cause.

Changes terminology from "investigatorial assistants" to "district attorney investigators" and specifies that investigators are appointed by the district attorney and serve at the district attorney's pleasure.

Establishes the Conference of District Attorneys' powers to provide legal counsel and advice to district attorneys through employed attorneys, with all such communications designated as confidential and privileged.

Requires the Conference of District Attorneys to employ an Executive Director who must be a licensed attorney eligible to practice in North Carolina courts, replacing the prior "executive secretary" position.

Sets a $60.00 dispute resolution fee for criminal cases referred to community mediation centers, effective October 1, 2023, with provisions allowing fee waivers or reductions and permitting fees to be paid by outside sources directly to mediation centers.
