Repeals G.S. 150B-21.5(c) effective upon enactment and applies to actions taken by the Occupational Safety and Health Division of the Department of Labor after that date.

Modifies G.S. 150B-21.6 to require that incorporated material by reference be available at no cost rather than specifying where copies can be obtained and their cost.

Prohibits agencies subject to G.S. 150B-19.3 from incorporating subsequent amendments and editions of referenced material except through subsequent rule-making proceedings.

Clarifies that the Rules Review Commission must limit its review of rules to statutory criteria and prohibits consideration of rule quality or efficacy; allows the Commission to request the Office of State Budget and Management determine if a rule requires a fiscal note.

Takes effect upon enactment with section-specific effective dates for administrative actions and rule reviews taken thereafter.
