Increases the informal bid threshold for the North Carolina Office of Recovery and Resiliency (NCORR) from an unspecified amount to $250,000 for construction or repair work related to disaster recovery.

Applies the new $250,000 threshold to NCORR contracts involving expenditures of public money that are $250,000 or more but less than the limits prescribed in G.S. 143-129.

Defines "construction" to include the purchase of manufactured housing units for purposes of the informal bid requirement.

Requires contracts to be awarded to the lowest responsible, responsive bidder, considering quality, performance, and completion time.

Takes effect upon enactment and applies to all contracts awarded on or after the effective date.
