Authorizes the Department of Natural and Cultural Resources to add the Haw River Trail to the State Parks System as a state trail, spanning approximately 80 miles across Rockingham, Guilford, Alamance, Orange, and Chatham Counties between Haw River State Park and Jordan Lake State Recreation Area

Trail will serve as a paddle, hiking, and multiuse trail corridor containing natural, geological, cultural, and historic resources while providing habitat for endangered and rare plant and aquatic species

Department shall support trail establishment on state park lands and other federal, state, local, and private lands, with non-state property governed by the laws and policies of respective owners

Waives the requirement for adequate appropriations for land acquisition, development, and operations, allowing the state to accept donations and purchase land using existing funds from the Land and Water Fund, Parks and Recreation Trust Fund, Complete the Trails Fund, federal Land and Water Conservation Fund, and other available sources

Effective upon enactment into law
