Allows military servicemembers and spouses to obtain a "military relocation license" to practice medicine or as physician assistants in North Carolina if they hold a current license in another state with equivalent requirements and have actively practiced 20 hours per week in the two years before relocating.

Modifies over-the-counter hearing aid regulations by allowing hearing aid specialists to order and fit prescription hearing aids without requiring consumers to first obtain authorization from another healthcare provider, and exempts over-the-counter hearing aid sales from regulation.

Requires all North Carolina hospitals with emergency departments to conduct security risk assessments and implement security plans that ensure at least one law enforcement officer is present at all times, with training in trauma-informed de-escalation and mental health crisis response.

Increases criminal penalties for assaults against healthcare workers, hospital personnel, and medical practice employees from Class I felony to Class G felony (or Class E if a firearm is used), and adds assault on hospital property as an aggravating sentencing factor.

Updates audiology regulations to reflect current education and practice standards, including expanded scope of practice for audiologists, provisions for treating minors, and exceptions allowing the sale of over-the-counter hearing aids without requiring a license.
