Executive branch agencies must establish policies to deliver permits by U.S. mail, designated delivery service, or email (with permittee consent) instead of requiring in-person pickup.

County agencies must adopt the same permit delivery policies, except permits issued under Article 54B of Chapter 14 of the General Statutes are excluded.

City agencies must establish policies to deliver permits by U.S. mail, designated delivery service, or email (with permittee consent) instead of requiring in-person pickup.

Agencies may charge permittees for delivery costs and permittees may opt for in-person pickup if the agency offers it; the bill does not change permit application methods or prohibit identity verification.

All executive branch, county, and city agencies must adopt these policies no later than September 1, 2023.
