Requires new county board of social services members to attend education and training sessions during their first year of service, with sessions available statewide by March 1, 2024, and all current members required to participate by October 1, 2025.

Mandates that education and training sessions include a segment on potential liabilities of county boards of social services.

Directs the Administrative Office of the Courts to conduct a feasibility and cost study of a proposed child support tribunal with dedicated court officers using quasi-judicial procedures, including strategies for funding, staffing, and implementation, with findings due to the Joint Legislative Oversight Committee on Health and Human Services by March 1, 2024.

Creates new statute G.S. 108A-15.16 establishing procedures for resolving conflicts of interest in county social services departments, with authority granted to the Department of Health and Human Services to make final decisions on conflict assignments.

Requires the Social Services Commission to adopt rules regarding conflicts of interest management, including establishing reasonable and specific time lines for resolution, and to report to the Joint Legislative Oversight Committee upon adoption of such rules.
