Adds Article XV to the North Carolina Constitution to establish constitutional limits on annual state spending growth, capped at inflation plus population growth rate for the prior calendar year.

Excludes from spending limits: federal appropriations, bonded debt service, unemployment and disability insurance funds, discretionary user charges, permanent endowments and trust funds, gifts or bequests, and tax relief appropriations.

Allows General Assembly to exceed the spending limit only with approval by a two-thirds majority vote in both chambers.

Submits the constitutional amendment to North Carolina voters at the 2024 general election for approval.

Takes effect upon voter certification and applies to fiscal years beginning on or after the certification date.
