Increases restoration fee for drivers licenses revoked for alcohol-related offenses from $140.25 to $250.00, with $65.00 of the increase remitted to counties for jail expenses related to impaired driving enforcement.

Modifies immediate civil license revocation criteria to require that a judicial official determine probable cause for the charge, in addition to existing conditions like refusing a chemical test or registering certain alcohol concentrations.

Increases the fee for immediate license revocation under implied-consent offense charges from $100.00 to $250.00, with 50% credited to the General Fund, 25% to statewide chemical alcohol testing programs, and 25% to counties for jail expenses.

Amends notification requirements for pre-charge chemical analysis to specify that driving privileges will be revoked immediately for at least 30 days only if the person is charged with an implied-consent offense and a judicial official determines probable cause.

Becomes effective December 1, 2023, applying to offenses committed on or after that date.
