Adds tribal enrollment cards issued by state or federally recognized Indian tribes as acceptable age verification documents for alcohol purchases under G.S. 18B-302(d), alongside driver's licenses, military IDs, and passports.

Includes tribal enrollment cards in biometric identification systems that can be registered with sellers to verify purchaser age for alcohol sales.

Adds tribal enrollment cards to the definition of "proof of age" for tobacco product purchases under G.S. 14-313, requiring the card to include the bearer's date of birth.

Allows tribal enrollment cards to be used with biometric identification systems for tobacco sales, consistent with other acceptable forms of identification.

Becomes effective December 1, 2023, and applies to offenses committed and purchases made on or after that date.
