Allows students enrolled or eligible to be enrolled as members of State or federally recognized Indian Tribes to wear objects of cultural significance as part of their regalia at public school graduation ceremonies in North Carolina.

Defines objects of cultural significance as bird feathers and plumes for purposes of this provision.

Requires charter schools, regional schools, and laboratory schools to comply with the cultural expression at graduation ceremonies requirement.

Retitles Article 29D of Chapter 115C of the General Statutes from "Student Prayer and Religious Activity" to "Student Prayer and Religious Activity and Cultural Expression."

Became effective upon ratification on June 12, 2023, and was approved by the Governor on June 14, 2023.
