Designates Community Action ID cards as unacceptable documents for determining a person's identity or residency by government officials, law enforcement, judges, and magistrates, except where expressly authorized by the General Assembly.

Prohibits local governments and law enforcement agencies from establishing policies or ordinances that accept Community Action ID cards or similar identity documents as valid identification for determining identity or residency.

Repeals any existing local government policy or ordinance that contradicts these restrictions on Community Action ID card acceptance.

Allows law enforcement officers to use Community Action ID cards as a supplemental tool to assist in determining identity or residency only when they are the only documents providing any indication of identity or residency available at that time.

Takes effect upon becoming law.
