Requires the Governor to submit executive orders that change the allocation of functions, powers, and duties of state administrative departments and agencies to the Council of State for concurrence.

Executive orders not concurred to by the Council of State expire after 30 calendar days of issuance.

Executive orders concurred to by the Council of State expire after 60 calendar days of issuance unless approved by both houses of the General Assembly by resolution or modified by joint resolution.

Prohibits the Governor from issuing the same or substantially similar executive order within one calendar year if the Council of State fails to concur with an initial order.

The act becomes effective upon passage and applies to all executive orders issued on or after that date.
