Amends the North Carolina Constitution to make the Superintendent of Public Instruction the chair and chief administrative officer of the State Board of Education as an ex officio member.

Changes State Board of Education membership from appointed to elected, with the number of elected members equal to North Carolina's representation in the U.S. House of Representatives.

Establishes elected members serve four-year overlapping terms from districts created by the General Assembly, with vacancies filled as prescribed by law.

Removes the Lieutenant Governor and Treasurer from State Board membership, retaining only the Superintendent of Public Instruction and elected members.

Submits the constitutional amendment to voters in November 2024, with effectiveness beginning January 1, 2026 for terms starting January 1, 2027.
