State Board of Education shall adopt rules establishing a medical condition action plan for each student at risk for medical emergency as diagnosed by a doctor, to be implemented by all public school units.

State Board of Education shall adopt rules establishing a medical emergency plan for student medical emergencies not covered by medical condition action plans, in consultation with Department of Public Instruction and Department of Health and Human Services.

Medical condition action plans must include a standard form, detailed instructions for designated staff, and information about handling medical emergencies at school-sponsored activities including field trips and athletic events.

At least one employee per school must be trained in first aid and lifesaving techniques including seizure recognition; school employees authorized to provide medical care are protected from civil liability except in cases of gross negligence, wanton conduct, or intentional wrongdoing.

Local boards of education, charter schools, regional schools, and laboratory schools must implement both the medical condition action plan and medical emergency plan adopted by the State Board of Education, effective beginning the 2023-2024 school year.
