Changes the earliest school opening date from the Monday closest to August 26 to the Monday closest to August 10 for local boards of education in Lee County Schools and Harnett County Schools.

Removes the provision allowing the State Board of Education to waive opening date requirements and set earlier dates based on weather-related closures.

Allows local boards that implement calendars concluding the fall semester before December 31 to administer assessments prior to the end of that semester, rather than waiting until the final instructional days.

Applies exclusively to Lee County Schools and Harnett County Schools as a local measure.

Becomes effective upon enactment and applies beginning with the 2023-2024 school year.
