Modifies the definition of "property" in unclaimed property statutes to clarify that currency held in safe deposit boxes and intangible property interests are included.

Increases notice thresholds for holders of abandoned property: securities valued at $25 or more and other property valued at $50 or more require written notice 60-120 days before reporting.

Changes sale notice requirements for the Treasurer from publishing notices at least twice yearly in major newspapers to publishing on the Treasurer's website.

Waives all court fees for collections of personal property by affidavit when the sole assets total $5,000 or less and come entirely from the Escheat Fund, effective January 1, 2024.

Allows property values in unclaimed property lists to remain confidential unless the Treasurer determines public disclosure is in the public interest.
