• Requires sole proprietors performing any work to maintain workers' compensation insurance at all times, regardless of whether they employ other employees.

• Entitles sole proprietors with insurance coverage to receive employee benefits and subjects them to employee responsibilities under the workers' compensation system.

• Provides that contractual workers' compensation coverage does not satisfy the mandatory insurance requirement if it comes from another person's policy.

• Bars sole proprietors who fail to maintain required coverage from making claims on another person's workers' compensation insurance policy.

• Defines "sole proprietor" as an individual who does not employ others, solely owns the business, and operates as an independent contractor; effective upon enactment.
