Establishes G.S. 115C-81.61 to prohibit North Carolina public schools from promoting 13 specified concepts related to race, sex, and government, including claims of inherent racial or sexual superiority, individual guilt based on race or sex, and violent overthrow of government.

Defines "promote" as compelling students, teachers, or staff to affirm or profess belief in the prohibited concepts.

Requires public school units to notify the Department of Public Instruction and post information on their websites at least 30 days before providing instruction on, contracting with speakers about, or hiring persons who have previously advocated for the prohibited concepts.

Exempts First Amendment-protected speech, historical instruction using adopted textbooks, impartial discussion of controversial history, and materials accessed for research or presented in educational contexts that make clear the school does not endorse them.

Extends compliance requirements to charter schools, regional schools, and laboratory schools; effective upon enactment.
