State-County Special Assistance: Removed property tax threshold when determining eligibility and equalized payments between recipients in licensed facilities and in-home living arrangements at 100% of adult care home rates.

Nonprofit Contracting Reform: Requires minimum two-year contracts for nonprofits receiving state/federal funds; allows automatic three-month contract extensions when renewal not completed within 10 business days of expiration; establishes de minimis 10% indirect cost rate for certain grantees.

Division Renaming and Reorganization: Renamed "Division of Mental Health, Developmental Disabilities, and Substance Abuse Services" to "Division of Mental Health, Developmental Disabilities, and Substance Use Services" and "Division of Vocational Rehabilitation Services" to "Employment and Independence for People with Disabilities."

Opioid Treatment Programs: Authorized opioid treatment program medication units and mobile units to operate at geographically separate locations from main facility for medication dispensing, assessment, and counseling services; requires licensing and state opioid treatment authority approval.
