House Bill 192 Summary

• Wildlife Resources Commission may use non-General Fund money up to $750,000 for design, construction, or renovation of boating access areas, public fishing areas, and game lands without Department of Administration oversight, effective July 1, 2023.

• Dam removal funds for mountain region high-hazard dams may be used for non-high-hazard dams prioritized by the Commission using data-driven criteria and shall remain available through June 30, 2025 instead of reverting at end of 2022-2023 fiscal year.

• Executive Director of Wildlife Resources Commission may issue proclamations to establish Primary and Secondary Surveillance Areas and mandate cervid sampling when a new Chronic Wasting Disease-positive cervid is confirmed in North Carolina, with at least 48 hours notice required.

• Bonus CWD Deer License allows residents and nonresidents holding valid hunting licenses to take two additional deer of either sex in Commission-designated disease management areas, expiring June 30 annually.

• Unmanned aircraft systems may be used for spotting, locating, recording, and streaming video of fish or deploying bait during fishing activities, effective July 1, 2023.
