Session Law 2023-103 - House Bill 193

• Authorizes payment of court judgments by credit card, debit card, and electronic payment methods with Director of Administrative Office of the Courts approval, effective October 1, 2023

• Makes various technical corrections to statutes including reference corrections for parental rights terminations, remote electronic notarization, and clerk bond requirements

• Repeals requirement for annual legislative reports on fee waiver notice implementation and eliminates bond requirements for Supreme Court and Court of Appeals clerks

• Allows expunction of breaking and entering felonies with intent to commit felony or larceny, establishes 15-year waiting period for G.S. 14-54(a) convictions, and requires courts to include findings explaining denial of expunction petitions, effective December 1, 2023

• Revises service of process rules to clarify electronic filing and case management system procedures, allows jury excuse delegation to court staff or clerk, requires redaction of confidential information from public court records, and updates involuntary commitment filing procedures for counties with approved electronic systems, effective on various dates through April 1, 2024
