House Bill 199 - Summary

• Authorizes Commissioner of Motor Vehicles to issue mobile drivers licenses as digital supplements to physical licenses, with Division to study implementation and report findings by January 1, 2025.

• Increases fees for signature acknowledgments at DMV offices from $2.00-$4.00 to $6.00-$8.00 per signature set, and increases service of process fee for nonresident drivers from $10.00 to $20.00.

• Implements statewide print-on-demand temporary registration plate system by January 1, 2025, allowing dealers to print plates on-demand with fees capped at $15.00 per plate plus up to $15.00 dealer recovery fee.

• Extends temporary registration plate validity from 30 days to 60 days, allows electronic signatures and remote notarization for vehicle transactions, and increases dealer license periods from one year to two years.

• Makes various other changes including raising littering penalties, increasing maximum vehicle registration tax for transportation authorities from $8.00 to $10.00 annually, and designating SR 1740/Old Lake Road overpass in Columbus County as the "Waccamaw Siouan Tribe Bridge."
