Division of Motor Vehicles may conditionally restore drivers licenses for persons whose licenses were revoked for impaired driving offenses after the license has been revoked for at least one year if they provide a certificate of graduation from a Drug Treatment or DWI Treatment Court program and a letter of recommendation from the presiding judge.

Conditional restoration requires payment of a $25.00 fee deposited into the Highway Fund.

Persons receiving conditional license restoration must equip all registered vehicles with functioning ignition interlock systems set to prohibit driving with any alcohol concentration above 0.00 and personally activate the system before driving.

Division shall establish a pilot project to cover costs for eligible persons installing ignition interlock systems who demonstrate inability to pay, with $250,000 appropriated from the Highway Fund for fiscal year 2023-2024.

Pilot project expires June 30, 2024, with remaining unspent funds reverting to the Highway Fund; Division shall report to the 2024 General Assembly on total funds spent, number of persons funded, and average funding per person.
