Prohibits the Commission for Public Health, state and local public health agencies, and state and local public health officials from requiring any child or student in North Carolina to be immunized against COVID-19 for any reason.

Creates new statute § 130A-152.1 establishing the COVID-19 vaccine prohibition, which overrides any other provision in state law or emergency management statutes.

Modifies existing immunization requirements in § 130A-152 to clarify that parents and guardians are responsible for ensuring children receive required immunizations for diseases other than COVID-19 at ages specified by the Commission.

Requires the Commission to adopt rules establishing limitations on requirements that can be placed on children and their parents or guardians as conditions for receiving state-provided vaccines.

Takes effect upon becoming law and applies only to new vaccine requirements established for children on or after the date of enactment.
