Establishes a seven-member independent bipartisan committee to study and modernize North Carolina's travel allowances for state officers, employees, teachers, and board/commission/General Assembly members based on federal guidelines.

Committee membership includes two members appointed by the Speaker of the House (one from majority and one from minority leadership nominations), two members appointed by the Senate President Pro Tempore (one from majority and one from minority leadership nominations), and three members appointed by the Governor.

Committee must study the history of state travel allowances and per diem/mileage rates, federal reimbursement rates, and consult with experts in hospitality, accounting, human resources, personnel management, and education.

Governor shall call the first committee meeting no later than September 1, 2023, with committee members selecting their own chair and operating under majority quorum requirements.

Committee must submit findings and recommendations to the Joint Legislative Commission on Governmental Operations by March 15, 2024, and automatically terminates upon report submission or that date, whichever occurs first.
