Adds psychiatrist-client privilege and licensed marriage and family therapist privilege to reporting exemptions under G.S. 14-318.6(h), bringing them in line with existing exemptions for social workers, clinical mental health counselors, and psychologists.

Allows psychiatrists to refuse to report if doing so would violate psychiatrist-client or patient privilege.

Allows licensed marriage and family therapists to refuse to report if doing so would violate their privilege, but the privilege applies only to the primary client and not to other family members.

Defines "primary client" as a person who contracts with a licensed marriage and family therapist for professional services for the purpose of diagnosis or treatment.

Becomes effective upon enactment.
