North Carolina applies to Congress under Article V of the U.S. Constitution to call a convention of states for proposing constitutional amendments.

The convention would be limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

This application continues in effect until at least two-thirds of state legislatures submit applications on the same subject.

The Secretary of State shall transmit copies of this application to the President, Congress, North Carolina's congressional delegation, and presiding officers of all state legislatures.

The resolution becomes effective upon ratification.
