Grants funeral processions the right-of-way at intersections regardless of traffic control signs or signals once the lead vehicle lawfully enters the intersection, provided all vehicles exercise reasonable care toward other vehicles and pedestrians.

Requires funeral establishments using non-law enforcement lead vehicles to register with the Division of Motor Vehicles and pay a one-time $100 fee; violations are infractions subject to a $250 fine.

Funeral establishment lead vehicles must display a flashing amber or purple light visible from 500 feet in all directions while leading a procession.

Provides immunity to funeral directors, funeral establishments, and their employees or agents from liability for death, personal injury, or property damage caused by vehicle operators in the procession, unless the damage resulted from negligence by the funeral establishment itself.

Effective date for most provisions is December 1, 2023; Division of Motor Vehicles must develop registration forms and informational materials by that date.
