Allows local governments to mutually agree to assign exclusive planning and development regulation jurisdiction to one government for properties lying within multiple jurisdictions, with written landowner consent.

Permits landowners to designate which local government's planning and development regulations apply if no mutual agreement exists between the local governments.

Requires mutual agreements to be evidenced by resolutions adopted by each governing board and recorded with the register of deeds within 14 days of the last required resolution adoption.

Requires landowners to record all development agreements entered under the landowner designation option with the register of deeds in any county where the land is located within 14 days of execution.

Clarifies that these provisions apply only to planning and development regulations and do not affect taxation or other nonregulatory matters.
