Defines an electric vehicle charging station as a parking space served by charging equipment designed to transfer electric energy to an electric vehicle battery or energy storage device.

Prohibits parking vehicles in EV charging station spaces on public property unless connected to charging equipment; private property owners may voluntarily adopt the same restriction.

Requires EV charging station spaces to be marked with vertical signage identifying them as electric vehicle charging stations consistent with the Manual on Uniform Traffic Control Devices for Streets and Highways.

Establishes violation of parking restrictions as an infraction subject to a $50 fine; authorizes municipalities to impose additional prohibited conduct and higher penalties by ordinance.

Prohibits EV charging stations from displacing handicapped accessible parking spaces required by the North Carolina State Building Code.

Becomes effective December 1, 2023 for offenses committed on or after that date.
