Removes Wake County Parcel Identification Number 0648243521 from the corporate limits of the Town of Holly Springs effective June 30, 2023.

Property removed from Holly Springs is no longer subject to municipal taxes for taxable years beginning on or after July 1, 2023.

Existing tax liens and special assessments of the Town of Holly Springs on the property may still be collected or foreclosed upon after deannexation.

Suspends the Town of Leland's authority to annex territory under Article 4A of Chapter 160A of the General Statutes.

Exempts voluntary annexation petitions for Leland executed by petitioners on or before March 1, 2023 from the moratorium.
