Requires a permit from the county sheriff to purchase, receive, or transfer any long gun (shotgun or rifle) in North Carolina, with exemptions for antique firearms and historic edged weapons.

Permits expire five years from the date of issuance and must meet uniform standards created by the State Bureau of Investigation in consultation with the North Carolina Sheriffs' Association, including security features to prevent counterfeiting.

Sheriffs must conduct criminal background checks and verify the applicant's good moral character before issuing a permit to purchase one long gun.

Prohibits individuals under indictment or convicted of felonies from obtaining permits, except those who have been pardoned or had their firearms rights restored under G.S. 14-415.4.

Becomes effective December 1, 2023, and applies to all sales, transfers, purchases, or receipt of long guns on or after that date.
