Requires permits for purchasing pistols, assault weapons, and long guns, with a 72-hour waiting period before delivery or possession, effective December 1, 2023.

Prohibits sale of assault weapons and long guns to persons under 18 years of age and semiautomatic firearms to persons under 21 years of age; mandates firearm liability insurance of at least $100,000 for all gun owners by January 15, 2024.

Bans bump stocks, trigger cranks, large-capacity magazines (over 15 rounds), and ghost guns; requires safe storage of firearms in locked containers and prohibits leaving firearms in unattended vehicles unless secured.

Repeals "stand your ground" laws and establishes that lawful occupants may use force against intruders only if they reasonably believe the intruder may cause serious harm or intends to commit a felony.

Requires Department of Public Safety to develop a roster of approved handguns based on California safety standards by January 1, 2024, and directs State Treasurer to divest all public pension funds from firearms manufacturers.
