Clarifies that inclusion of real property in a non-financially constrained comprehensive transportation plan is not a material fact requiring disclosure in real estate transactions.

Applies to all property conveyances, leases, exchanges, and other real estate transactions covered under North Carolina law.

Prohibits parties to real estate transactions and their agents from knowingly making false statements regarding a property's inclusion on any transportation plan.

Becomes effective October 1, 2023, and applies to claims for relief filed on or after that date.
