Establishes state goal ensuring every student achieves mathematics skills at or above grade level by end of fifth grade and continues progressing through secondary education and career pathways.

Requires local boards of education to implement high-quality mathematics instruction aligned with North Carolina Standard Course of Study and evidence-based practices.

Mandates fourth and fifth grade students be assessed at least three times per school year using formative and diagnostic mathematics assessments provided by State Board of Education.

Creates Mathematics Success Plans (MSPs) for students not demonstrating grade level proficiency by end of fifth grade, with plans continuing through eighth grade or until proficiency demonstrated; requires parent notification with home support strategies and free online resources.

Expands class size requirements to include fourth and fifth grades at one teacher per 24 students, and directs appropriation of funds to increase teacher assistants in fourth and fifth grade classrooms beginning 2023-2024 school year.
