Mandates code enforcement officials review framing to ensure compliance with building codes and shields them from liability for structural failures resulting from use of ungraded lumber rather than grade-stamped lumber.

Establishes a basic lumber grading training program administered by the North Carolina Cooperative Extension Service, with requirements for initial certification and recertification every five years, and allows authorized private training programs meeting equivalent standards.

Requires building permit applicants using ungraded lumber to submit documentation including wood species, quantity, sawmill operator name, certification that lumber meets code standards, and sale date.
