• Authorizes Rockingham County and municipalities wholly or partly located in Rockingham County to publish required public notices electronically on their websites instead of or in addition to newspaper publication, upon adoption of an ordinance.

• Electronic notices must be published on the governing board's website by the required deadline, maintained for at least one year and be searchable, with links prominently displayed on the main page.

• Requires governing boards to publish instructions on accessing electronic notices at least monthly for 12 months in a newspaper and to maintain a separate notice book indexed for public inspection.

• Allows Rockingham County to establish a county-maintained website as a central location for publishing legal notices by contract, with fees capped at $450 for foreclosures, $100 for other notices, and $10 for state/political subdivision notices, with no fee for county notices.

• Becomes effective December 1, 2023, for notices published on or after that date.
