Changes the earliest opening date for public schools from the Monday closest to August 26 to August 1 for affected school districts.

Allows local boards of education that conclude their fall semester prior to December 31 to administer assessments before semester's end, rather than requiring them in the final instructional days.

Applies exclusively to Granville County Schools, Montgomery County Schools, Person County Schools, Stanly County Schools, and Vance County Schools.

Encourages community colleges serving these five counties to cooperate with local school boards in developing coordinated school calendars for students attending both institutions.

Effective upon passage, beginning with the 2023-2024 school year.
