Modifies the Transportation Infrastructure Resiliency Fund Grant Program administered by the Division of Emergency Management to allow state agencies, local governments, metropolitan planning organizations, and nonprofits to apply for disaster resilience grants.

Establishes grant limits of 10% of available funds per individual grant or 20% for awards of regional significance, with the Division consulting the Department of Transportation before awarding grants.

Expands eligible fund uses to include projects addressing storms, mudslides, rock slides, and flooding; risk assessments for critical transportation routes; community-informed vulnerability assessments; and use as nonfederal match for federally funded projects.

Appropriates $50,000,000 from the State Emergency Response and Disaster Relief Reserve to the Transportation Infrastructure Resiliency Fund as a nonrecurring sum.

Becomes effective July 1, 2023, with reporting requirements and limitations from the original 2021-180 session law applying to the appropriated funds.
