Grants the Code-Enforcement Officials Board power to certify persons as State Building Code Permit Technicians under G.S. 143-151.12.

Establishes a State Building Code Permit Technician certification program requiring applicants to pass an examination based on the North Carolina State Building Code, administrative permit procedures, and related topics.

Sets initial certification fee at not more than $20.00 and renewal certification fee at not more than $10.00, with an optional $4.00 late renewal fee after July 1st each year.

Allows the Board to waive the examination requirement for applicants holding a Building Inspector standard certificate in good standing or possessing equivalent certification from another jurisdiction or the International Code Council, provided they complete a short course on North Carolina State Building Code.

Requires annual certificate renewal by July 1st and allows the Board to establish professional development requirements with continuing education hour credits to maintain certification.
