The Department of Health and Human Services cannot enact policies that reduce or eliminate services at Adult Developmental and Vocational Programs (ADVP) or Community Rehabilitation Programs (CRP) without fully following stakeholder notification procedures and appropriately funding a robust array of services reflecting participant choice.

The Department of Health and Human Services cannot permit reduced admissions to ADVPs and CRPs until current services are appropriately reviewed and any new services are approved through statutory or regulatory processes.

Approximately 8,500 citizens with disabilities participate in ADVP and CRP programs annually, with approximately 1,000 citizens receiving competitive integrated employment services each year.

The General Assembly encourages the North Carolina Congressional Delegation to review the Workforce Innovation and Opportunity Act's rules and definitions for any negative impacts to North Carolina citizens.

The act became effective upon Governor Roy Cooper's approval on August 24, 2023.
