City of Durham and Durham County may adopt ordinances allowing public hearing notices required under Chapter 160D to be provided through electronic means, including websites, by joint planning boards.

Town of Matthews is authorized to adopt ordinances providing that notice of public hearings may be given through electronic means, including the town's website.

Electronic notice ordinances may not supersede state law requirements for mail notice to certain classes of people or posting of signs on property, and must not alter publication schedules for public notices.

Bill amends S.L. 2007-86 to add Matthews to the list of towns (Apex, Cary, Garner, and Knightdale) already authorized to use electronic means for public hearing notices.

Effective upon becoming law.
