Unemployment insurance claims and employer accounts must be available for creation during in-person appointments and interviews using valid government-issued identification.

Form 1099-G must be provided to claimants via U.S. Mail rather than through electronic means.

The Division of Employment Security is prohibited from requiring online facial recognition applications or procedures to make unemployment insurance claims or create employer accounts.

The bill becomes effective September 1, 2023 by amending Article 2D of Chapter 96 of the North Carolina General Statutes.
