Extends member terms of the Southeast Regional Airport Authority from two years to four years, with a maximum of two successive four-year terms.

Changes the threshold for counting unexpired term appointments from one year to two years when determining successive term limits.

Sets staggered initial terms beginning January 1, 2024: three Laurinburg members (one, two, and three-year terms), three Maxton members (one, two, and three-year terms), and one Scotland County member (four-year term).

Authorizes the Authority to convey real or personal property through private negotiation and sale or long-term lease (over 10 years) without following standard public sale procedures, but requires approval from the City of Laurinburg, Town of Maxton, and Scotland County Board of Commissioners for real property sales.

Takes effect when the bill becomes law.
