Establishes the Support Male Survivors of Domestic Violence Grant Program administered by the Department of Administration, North Carolina Council for Women and Youth Involvement.

Makes grants available to nonprofit corporations and local governmental entities serving domestic violence survivors for developing, maintaining, or expanding services for male survivors.

Allows up to 25% of remaining grant funds beginning July 1, 2024 to be distributed for public awareness campaigns about domestic violence against male persons.

Caps individual grant awards at $250,000 per fiscal year and requires quarterly application windows with 90-day determination deadlines.

Appropriates $1,000,000 in nonrecurring funds for the 2023-2024 fiscal year, with remaining funds continuing to be available for expenditure beyond that period.
